Gabriela García Merchán

Gabriela García Merchán is a highly accomplished trade policy expert based in Geneva, Switzerland, with extensive experience in international trade negotiations and economic policy analysis. Originally from Quito, Ecuador, she has represented her country in key multilateral forums, including the WTO, where she negotiated market access for agricultural products, monitored trade policies, and managed trade disputes. As a Senior Trade Counselor at Ecuador’s Ministry of Foreign Affairs, Gabriela worked closely with stakeholders from government and the private sector, addressing market access challenges, particularly sanitary and phytosanitary measures, and technical barriers to trade.


She holds a summa cum laude Master’s degree in International Law and Economics from the World Trade Institute in Bern, where her award-winning thesis employed advanced economic modeling to assess agricultural subsidies in Ecuador. Fluent in Spanish, English, and French, Gabriela combines deep expertise in trade policy with a proven ability to navigate complex negotiations and foster collaboration among diverse stakeholders.
